In order to buy a sim card it need to be registered first. If we go few years back the sim cards were being registered by the CNIC of the person who wants to buy it. The user had to buy the sim card from the retailer or the franchise of the specific sim card the sim card was given to him by taking a copy of his national identity card from him as it was an insecure method because anyone can get his sim registered by giving National Identity card of any person and then that sim may be used for illegal purposes too. By seeing this the government introduced biometric verification method for people so that any one cannot misuse sim card in the name of another person.
